After the conduction of some experiments by scientists, 
they violated the properties of vacuum space filling with air.
Vacuum boxes were not filled and there were questions.
But they didn't suspect that this is the danger too.
Storm clouds from the west approached to high populated city area.
Flashes appeared. The were scattering air molecules on their way and were leaving behind them clean vacuum, that wasn't filled with  hydrogen and that's why there wasn't thunder.
Over time flying vehicles started smashing the barriers and the task
clasped hands on the sides. Now the had to find the substance to fill those air spaces of whole planet, which wouldn't let through the matter and  wouldn't create the sound effects.
There was something, but it painted the vacuum with a dull green color.
Time couldn't wait and they released it to the atmosphere, but noone may give a thought that the operation conduction will carry the individual sound to every citizen of the planet. 
They've done everything except necessary. 
But they've got to do everything except unnecessary.
